Expands forms of medical marijuana that may be dispensed including oral strips and topical sprays and lotions. Provides new formula for number of retail dispensary licenses permitted at one time. Increases the permissible tetrahydrocannabinol (THC) content of extracts, from not more than 70% to 90%.
